Foreign character sets may cause TTS to read back badly

This is because the TTS engine uses the defined language settings for the system to handle sentences being read back to the caller

So, for example, to have TTS reading correctly Cyrillic character set (for Russian TTS), the Cyillic language must be ebabled in Control Panel - Regional Settings:
